3.2.7 Organizational structure

Sam Houston State University has a clearly defined and published organizational structure that delineates responsibility for the administration of policies. The Sam Houston State University Organizational Chart [1] can be accessed from the University Website and in the Faculty Handbook. According to the Rules and Regulations of The Texas State University System Chapter IV, the President of Sam Houston State University is appointed by the Board of Regents [2] and reports directly to the Chancellor [3] of The Texas State University System. The President is provided discretionary powers broad enough to effectively administer the University within the policies and guidelines set forth by the Chancellor and the Board of Regents [4]. The President is the University's official liaison between faculty and students, The Texas State University System, the Texas Higher Education Coordinating Board, and the state legislature. The Provost, Vice Presidents for Finance and Operations, University Advancement, Enrollment Management, and Student Services, and the Athletic Director are empowered by delegation from the President to further organize the various colleges, schools, departments, and offices within their areas of responsibility. Job descriptions for various positions within those departments illustrate the responsibilities for the administration of policies [5] [6] [7] [8] [9] [10] [11].

The Vice President for Student Services oversees any policy changes in the student rules and regulations. The rules and regulations regarding students are available in the Student Guidelines published on the University website [12]. Some of the most common policies utilized from the Student Guidelines are the Code of Student Conduct and Discipline, the Computer Use Policy, Co-Curricular Use of University Facilities, and Student Grievance Procedures [13] [14] [15] [16]. Each year, the Vice President for Student Services solicits input from all appropriate units that oversee policies covered in the Student Guidelines asking for the policies to be reviewed and updated.

The President utilizes a vigorous committee system to assist in providing feedback as to the implementation, maintenance and evaluation of policies [17] [18]. The President, administrators, and faculty and staff work in coordination to ensure implementation and evaluation of university policies. The responsibilities of the administration and faculty to administer and implement policies are delineated in detail in Comprehensive Standard 3.2.6.
