3.12.1 Substantive change


The institution notifies the Commission of changes in accordance with the substantive change policy and, when required, seeks approval prior to the initiation of changes. (Substantive change)

Sam Houston State University is in partial compliance with this standard as while it has notified the Commission of changes in accordance with the substantive change policy, it failed to do so in a timely manner in a few instances.

In 2002, the University submitted its Prospectus for Substantive Change to the Commission [1]. In subsequent years the University notified the Commission of its desire to offer electronic masters programs in which more than 50% of the program is delivered online. The University sought and received SACS approval to offer graduate programs in History, Criminal Justice, Reading, Library Science, and School Counseling [2] [3].

However, the University inadvertently failed to seek such approval for its executive MBA and its MED in Instructional Leadership programs. The University has discovered this omission and has since notified SACS of such. To develop better internal controls, the University’s SACS liaison will attend the Commission’s workshop on substantive changes.
