2.8 Faculty


The number of full-time faculty members is adequate to support the mission of the institution and to ensure the quality and integrity of each of its academic programs.

Sam Houston State University (SHSU) has an adequate number of full-time faculty to support its mission to provide “high quality education, scholarship, and service to qualified students for the benefit of regional, state, national and international constituencies” [1]. Furthermore, the university has adequate faculty resources to ensure the quality and integrity of its academic programs. The university has sufficient faculty and faculty resources as a whole, within each academic program, by each mode of delivery, and at each academic location.  

SHSU has three broad categories of instructional personnel: tenured, tenure-track, and term positions.  All tenured and tenure-track faculty are full-time faculty and meet the traditional expectation of providing teaching, research, and service contributions to the university, which are instrumental in supporting the mission of the institution [2], [3].  Term faculty are hired on either a 9-month or semester basis and may be either full-time or part-time.  Many term faculty contracts are renewed year after year and term faculty often assume support responsibilities beyond instructional assignments to include, among others, academic advising, student mentoring, and committee assignments [4].  Also included as term faculty are early retirees.  These individuals, formerly tenured faculty members, have elected to teach on a part-time basis as they transition into retirement.  They possess all attributes associated with successful tenured faculty members.  Additionally, instructional staffing is supported by graduate teaching assistants, all of whom are supervised by full-time instructional personnel [5].  All graduate teaching assistants are part-time faculty.

In the higher education tradition of valuing shared governance, faculty members at SHSU are expected to support the mission of the university by offering a quality educational environment; contributing to the creation of new knowledge; and providing essential services to the students, academic administrative units, the colleges, the university, and the academy.  Services and activities include, but are not limited to, advising, mentoring, student organization sponsorship, curriculum oversight, committee service, professional development, community outreach, and peer review.   

To ensure the quality and integrity of its academic programs, SHSU has a number of policies related to faculty resources. The Academic Instructional Staffing Policy [6] outlines the procedures for assigning and reallocating faculty positions among the various departments in the university. The Faculty Instructional Workload Policy [7] outlines the expectations for normal teaching loads and includes provisions for reductions in those teaching loads for research, service, and other considerations. In addition, the Reassigned Time for Faculty Members Pursuing Research and Artistic Endeavors Policy [8] also helps clarify the teaching-load expectations for faculty. The Instructional Overload Assignment Policy [9] discourages the use of overload assignments but does allow such assignments on a short-term basis in recognition of the need for some flexibility by department chairs in scheduling classes.

The Faculty Reappointment, Tenure, and Promotion Policy [3] gives guidance regarding the university’s expectations of faculty. The Performance Evaluation of Tenured Faculty Policy [10] describes the process for evaluating tenured faculty members. The Faculty Development Leave Policy [11] provides an avenue for faculty to take development leave to perform research or other learning activities to enhance knowledge.  Taken together, the above policies highlight SHSU’s awareness of, and commitment to provide, the faculty resources necessary to ensure the quality and integrity of its academic programs.

In the fall 2014 semester, SHSU employed 1,051 distinct individuals with instructional responsibilities. Sixty-four percent of these faculty were full-time, providing a sufficient number of full-time faculty to support the university’s mission and ensure the quality and integrity of its academic programs. Table 1 provides a breakdown of instructional faculty by category.

* As data reflect headcount, the contribution of a full-time faculty member toward educational instruction and institutional support exceeds that of a single part-time faculty member.

Although there is no uniform standard in the academy that signifies a sufficient number of full-time faculty, SHSU regularly compares itself to statewide norms.  The Texas Higher Education Coordinating Board (THECB) utilizes an accountability system to profile the Texas’s institutions of higher education. The THECB’s University Accountability Measures and Definitions [12] categorizes the accountability measures into five distinct groups: (a) participation, (b) success, (c) excellence, (d) research, and (e) institution efficiency and effectiveness. Within the category of excellence are two measures that relate to tenure/tenure-track faculty: the percentage of lower division semester credit hours (SCH) taught by tenure/tenure-track faculty and the percentage of FTE teaching faculty who are tenure/tenure-track. According to the most recent data available, the percentage reported for SHSU exceeds the State institutional norms for the percentage of lower division SCHs taught by tenured/tenure-track faculty and is similar to the State’s institutional norms for the percentage of full-time equivalent teaching faculty who are tenured/tenure-track. See Tables 2 and 3 for an overview of these percentages.

SHSU’s enrollment increased by 2,961 students between fall 2008 and fall 2014 [13]. During this same time period, the university directed sufficient funding to maintain its student-to-faculty ratio.  The increased flow to faculty resources resulted in a reduction of the institution’s student-to-faculty ratio between fall 2008 and fall 2013 (the most recent year for which data is available).  As reported in the THECB’s Accountability System, the institution’s student-to-faculty ratio from fall 2008 to fall 2012 was 25:1 and improved to 24:1 in fall 2012 and fall 2013 [14].

Within each academic program, the university has sufficient full-time faculty to support the mission of the institution and to ensure the quality and integrity of its academic programs. As illustrated in Tables 4a – 4g, the percentage of full-time equivalent faculty in any individual program is at least 51.1%.  Thus, at both the program and institutional level, SHSU has sufficient full-time faculty and faculty resources.  The following tables provide the percentage of full-time faculty equivalents by: (a) academic program; (b) academic program disaggregated by program level (i.e., undergraduate, masters, and doctoral); (c) academic program disaggregated by modality (i.e., online); and (d) academic program disaggregated by off-site location.  For ease of viewing, tables are presented by academic college (see Tables 4, 5, 6, 7).

The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location range from a high of 100% to a low of 51.1%.  Furthermore, more than 96% of the disciplines can boast that at least 60% of their instructors are full-time faculty (see Tables 4a – 4f).  With each discipline having more than half of its full-time equivalents being full-time, the university has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its academic programs (see Tables 4a – 4f): 

  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Business Administration ranges from a high of 97% to a low of 90.7% (see Table 4a).  With each discipline in the College having an overwhelming predominance of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its academic programs.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Criminal Justice ranges from a high of 100% to a low of 62.6% (see Table 4b).  The College of Criminal Justice has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its academic programs, as evidenced by the large percentage of its full-time equivalents being full-time.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Education ranges from a high of 100% to a low of 51.1% (see Table 4c).  With each discipline having more than half of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its academic programs.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Fine Arts and Mass Communication ranges from a high of 88.9% to a low of 78% (see Table 4d).  The College of Fine Arts and Mass Communication has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its academic programs as evidenced by the large percentage of its full-time equivalents being full-time.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Health Sciences ranges from a high of 92.3% to a low of 60.4% (see Table 4e).  With each discipline having more than 60% of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its academic programs.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Humanities and Social Sciences ranges from a high of 100% to a low of 82.6% (see Table 4f).  With each discipline having an overwhelming majority of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its academic programs.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Sciences ranges from a high of 100% to a low of 82.8% (see Table 4g).  With each discipline having a vast majority of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its academic programs.

Undergraduate Programs 

The university is committed to ensuring that all students are in programs with an adequate number of full-time faculty regardless of academic program and level (i.e., baccalaureate, master’s, doctoral), modality (i.e., online), or location (i.e., on-campus, off-campus).  As demonstrated in the following data, the disaggregated view of full-time faculty reveals that in all cases the institution has an adequate number of full-time faculty (see Tables 5a – 5g):

  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Business Administration ranges from a high of 97% to a low of 90.7% (see Table 5a).  With each undergraduate program in the College having an overwhelming predominance of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its undergraduate programs.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Criminal Justice is 60% (see Table 5b).  The College of Criminal Justice has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its undergraduate programs as evidenced by the large percentage of its full-time equivalents being full-time.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Education ranges from a high of 65.8% to a low of 51.1% (see Table 5c).  With each undergraduate program having more than half of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its undergraduate programs.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Fine Arts and Mass Communication ranges from a high of 88.9% to a low of 75.7% (see Table 5d).  The College of Fine Arts and Mass Communication has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its undergraduate programs as evidenced by the large percentage of its full-time equivalents being full-time.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Health Sciences ranges from a high of 92.3% to a low of 61.5% (see Table 5e).  With each undergraduate program having more than 60% of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its undergraduate programs.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Humanities and Social Sciences ranges from a high of 94.1% to a low of 72.2% (see Table 5f).  With each undergraduate program having an overwhelming majority of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its undergraduate programs.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Sciences ranges from a high of 100% to a low of 84.1% (see Table 5g).  With each undergraduate program having a vast majority of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its undergraduate programs.

* The Bachelor of General Studies (BGS) degree is an interdisciplinary degree that allows students to design a curriculum that meets individual goals by connecting three SHSU minors, a capstone General Studies course, the Texas Core Curriculum, and appropriate supporting elective courses.  Adequate faculty resources are not specific to a cluster of specified courses; rather, faculty resources are demonstrated within each of the departments in which minors are offered at SHSU.

In the following data, the disaggregated view of full-time faculty reveals that in all master’s level programs the institution has an adequate number of full-time faculty (see tables 6a – 6g):

  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Business Administration ranges from a high of 100% to a low of 92.3% (see Table 6a).  With each master’s program in the College having an overwhelming predominance of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its master’s programs.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Criminal Justice ranges from a high of 100% to a low of 88.9% (see Table 6b).  With each master’s program in the College having more than 88.9% of its full-time equivalents being full-time, the College of Criminal Justice has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its master’s programs.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Education ranges from a high of 100% to a low of 64.5% (see Table 6c).  With each master’s program having 64.5% or more of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its master’s programs.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Fine Arts and Mass Communication is 100% (see Table 6d).  The College of Fine Arts and Mass Communication has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its master’s programs, as evidenced by the overwhelming majority of its full-time equivalents being full-time.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Health Sciences ranges from a high of 88.9% to a low of 87% (see Table 6e).  With each master’s program having more than 87% of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its master’s programs.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Humanities and Social Sciences ranges from a high of 100% to a low of 98.1% (see Table 6f).  With all but one degree program having 100% of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its master’s programs.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Sciences ranges from a high of 100% to a low of 76.2% (see Table 6g).  With each master’s program having a vast majority of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its master’s programs.

Distance Education

The university does not employ a separate faculty for its online programs.  The faculty who are responsible for ensuring the quality and integrity of the academic programs offered via an online modality are the same faculty who ensure the quality and integrity of face-to-face academic programs.  Within each academic discipline, the full-time faculty, regardless of instructional modality, are responsible for a wide variety of activities such as advising, mentoring, student organization sponsorship, curriculum oversight, committee service, professional development, community outreach, and peer review.  While all full-time faculty are responsible for the shared governance and service aspects of the academy, not all faculty teach an online course in any given semester.  The following tables provide evidence of an adequate number of full-time faculty with online instructional responsibilities for the most recently completed semester (see Tables 8 and 9).  Institution-wide, an overwhelming majority (83.9%) of the full-time faculty equivalents teaching online courses in the fall 2014 were full-time. 

The disaggregated data by level and program reveal the full-time percentages for faculty with online instructional responsibilities range from a high of 100% to a low of 50.5%.  More than 83% of the online programs have more than 80% full-time faculty (see tables 9a – 9g).

The above data demonstrate that SHSU has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of its online programs.  Similarly, adequate numbers of full-time faculty teach online courses at SHSU.  The Distance Education & Learning Technologies for Academics (DELTA) Center, commonly referred to as SHSU Online, provides ample resources to support faculty teaching online courses [15]As part of its mission, the DELTA Center offers high quality course development services for faculty, provides a technical support desk year round, and contributes to the continuous improvement of online instruction through rigorous assessment and professional development opportunities for faculty.

  • The percentage of full-time faculty equivalents for offerings at The Woodlands Center within the College of Criminal Justice is 57.1% (see Table 10b).  The off-site program in the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its off-site programs.
  • The percentage of full-time faculty equivalents for offerings at The Woodlands Center within the College of Education ranges from a high of 100% to a low of 67.2% (see Table 10c).  With all off-site programs at The Woodlands Center having 67% or more of their full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its off-site programs.
  • The percentage of full-time faculty equivalents for offerings at The Woodlands Center within the College of Fine Arts and Mass Communication is 100% (see Table 10d).  With all off-site programs having 100% of their full-time faculty equivalents being full-time, the College of Fine Arts and Mass Communication has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its off-site programs.
  • The percentage of full-time faculty equivalents for offerings at The Woodlands Center within the College of Health Sciences for the Master’s in Kinesiology is 72.7% (see Table 10e).  In addition, a single part-time faculty member delivers an undergraduate course in health at this facility, resulting in a 100% part-time statistic for the undergraduate health major.  This undergraduate health course offering is intended to supplement the undergraduate health program offered primarily on the main campus and thus is not indicative of faculty resources for programs offered at The Woodlands Center for the College of Health Sciences.  The College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its off-site programs.
  • The percentage of full-time faculty equivalents for offerings at The Woodlands Center within the College of Humanities and Social Sciences ranges from a high of 100% to a low of 53.3% (see Table 10f).  With an overwhelming majority of its full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its off-site programs.
  • The percentage of full-time faculty equivalents for offerings at The Woodlands Center within the College of Sciences is 100% (see Table 10g).  With all off-site programs having all of their full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its off-site programs.

University Park

  • The percentage of full-time faculty equivalents for offerings at University Park within the College of Education ranges from a high of 100% to a low of 85.5% (see Table 10h).  With all off-site programs at University Park having 85% or more of their full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its off-site programs.

K-12 Educational Centers

  • The percentage of full-time faculty equivalents for offerings at off-site K-12 Educational Centers within the College of Education ranges from a high of 100% to a low of 74.1% (see Table 10i).  With all off-site programs at K-12 Educational Centers having 74% or more of their full-time equivalents being full-time, the College has an adequate number of full-time faculty to support the mission of the institution and to ensure the quality and integrity of each of its off-site programs.
