Narrative
Sam Houston State University (SHSU) is in compliance with the program responsibilities required under Title IV of the most recent Higher Education Act (HEA) as amended, the 2008 Higher Education Opportunity Act. Effective April 16, 2013, the Secretary of Education determined that SHSU “satisfies the definition of an eligible intuition under the Higher Education Act of 1965, as amended (HEA)” with certification to continue participation in Title IV HEA programs until March 31, 2019 [1]. Further, both the Eligibility and Certification Approval Report (ECAR) [2] and the Program Participation Agreement (PPA) for SHSU were received [3].
As required under Title IV of the 2008 Higher Education Opportunity Act, financial aid programs at SHSU are audited periodically. As documented in Comprehensive Statement 3.10.2, all audit findings of the most recent state and federal audits have been resolved.
The Office of Financial Aid and Scholarships at SHSU submits federally mandated Fiscal Operations Report and Application to Participate reports annually to the U.S. Department of Education (DOE) detailing Title IV expenditures [4], [5], [6], [7], [8], [9], [10], [11]. For each award year, the university receives e-Campus-Based Statement of Accounts funding authorization from the DOE. Funds for these programs were withdrawn from the grantee account at SHSU [12], [13], [14], [15], [16], [17], [18].
The cohort default rates for fiscal years 2009, 2010, and 2011 were 10.8, 12.2, and 10.5, respectively [19].
SHSU is in compliance with program responsibilities under Title IV. There have been no adverse actions taken by the DOE related to financial aid at SHSU, nor has any adverse communication been received from the DOE.
